DISTRICT ADMINISTRATION IN MANIPUR

The awkward situation faced by the deputy Commissioner of Ukhrul district during the month of May, 2007 tempted us to say that the well known dictum 'Deputy Commissioner is the backbone of district administration' can hardly be applied to Manipur of the 21st century.

During the British Raj the deputy Commissioners could maintain law and order in their respective districts. The British called the ICS the 'steel framer of their empire and the best bureaucracy in the world. So omnicompetent was the ICS officer that he could be posted in any capacity whether of administratiazr or adjudication. The IAS is the successor to the ICS. It is therefore a holy and wholesome thought to maintain the prestige and dignity of the IAS at any cost in the interest of the country.

All of us know that in the past Manipur was a land of peace and it truly deserved to be called 'Jewel of India" and 'A little paradise on earth'. Deterioration of law and order is the result of poor moral quality of those who run the government, Since Manipur attained statehood in 1972, deterioration of law and order in the state goes on to such an extent that today all government servants are suffering from feeling of insecurity. Unless government servants are able to discharge their duties without fear, they will not be able to discharge their duties honestly and efficiently, Unless government can stop unlawful activities of anti-social elements, it may be a wrong, policy on the part of the government to take legal action against any official who comply with the demand of anti-social elements. Many unlicensed arms which are in possession of the people give us the impression that the Indian Penal Code and the Indian Arms Act are no longer enforced in Manipur.

Maniipur being a full-fledged state the 'Hon'ble Ministers and the Hon'ble MLAs are responsible for good government. It is presumed that many battalions of security forces are deployed in Manipur in order to help the civil administration to maintain law and order. If the Deputy Commissioners are not empowered by the government to engage Assam Rifles, BSF, CRPF in their respective districts, the district administration is compelled to be weak and code of the jungle will become predominent. Without the goodwill and cooperation of Ministers and MLAs, bureaucrats cannot do justice for obvious reassons. The inability of the Deputy Commissioners and the SDOs to function effectively in their respective stations is a sign of weakness of civil administration. If the machinery of government cannot improve law and order situation, the Legislative Assembly of Martipur may be likened to a lucrative business.
